I recommend showing a feedback loop from Operations to Strategic Planning and changing the unidirectional arrow from Operations to Portfolio Management to a bidirectional arrow.

While I believe that a mature organization can effectively use Portfolio Management as a governance body providing input into Strategic Planning, most organizations today are relatively immature. Traditional organizations have Operations reporting directly up to executive management. Portfolio Management is a new innovation and Operations is reluctant to give up that direct line of communication that has proven so useful in the past. Thus, I recommend including the arrow from Operations to Strategic Planning to illustrate the pattern that exists in many companies today.

I also recommend changing the unidirectional arrow from Operations to Portfolio Management to bidirectional to allow for the upper level communication that needs to occur from Portfolio Management to Operations. Such communications includes the forecast of resource requirements, feedback on the sufficiency of funding and resourcing provided on prior projects and feedback on the overall effectiveness of the Portfolio. These conversations need to describe the broad overview rather than the narrow prospective given from project or program management.
